"Libya's delivery of the suspected terrorists in the Pan Am Flight 103 bombing -- while long overdue -- is an illustration of how multilateral sanctions can be effective. Economic sanctions stand a far greater chance of success when the nations of the world work together towards a common goal, rather than by going it alone," said Kittredge. "When sanctions are unilateral, as the United States has experienced time and time again, they are usually ineffective and often counterproductive."
